Are charity wristbands VAT exempt?

VAT is not charged on charity wristbands on condition that they are offered in exchange for a donation but VAT is charged if they are sold at a fixed price. This means that if a company charges a fixed price but donates a portion of the proceeds, the entire sale price is subject to VAT.
